Extension of the present rock, rubble-mound breakwater, beyond the present harbor entrance, has never been planned or requested by the Haines Borough. Put the harbor 95 percent plan bidding process on hold until we can review the engineering and cost saving of a rock, rubble-mound extension plan.
It’s cheaper to provide close-in parking on dry land while providing additional space in the water inside the rock rubble-mound breakwater in calm water for boats. How is it possible to get so far off plan? With many borough personnel changes, the new people assumed prior plans had to be considered and the 95 percent plan had to be correct. In fact, they may be fired if they don’t continue to charge ahead with the 95 percent PND Engineers plan.
