During the most recent cold snap here in Haines, when temperatures sank below zero and winds rose above 60 miles per hour, I was very concerned about local dogs which are kept chained up outside all winter. I call the police and HARK to inquire if there is any legislation prohibiting this and was told there is none. Since we live in an age when animal rights are widely examined and addressed, isn’t it time we looked at this issue and put some kind of local law in place? I’m sure there are many animal activists in Haines, and I would appreciate some feedback from other letter writers on this before the next cold wave hits this town.
