The lame duck Haines Borough Planning Commission, ousted by voters for its history of granting controversial conditional use permits to developers, granted its final, controversial, conditional use permit on Monday night in the 11th hour, the last, possible moment before their offices expired. Their action allows rock extraction from a historically unstable hillside directly adjacent to Lutak Road and the ferry terminal. The conditions placed on the extraction were very few. Several incoming planning commission members urged the ousted commissioners to take a different action, but the commission took no heed.
