Step 1: Submit one highly contentious and needless resolution, 21-04-911, into the assembly agenda.
Step 2: Do not adequately provide timely notice or media coverage.
Step 3: Urge the assembly to pass said resolution without adequate public conversation, debate, input or vote by the public.
Step 4: Stir the community pot.
Step 5: Serve half-baked as a side-dish to distract from much more important issues facing the borough.
