Yet another former Haines Borough police officer has lost his certificate to work in Alaska law enforcement.
John Havard, who worked for the Haines Police Department from July 2011 to January 2012, surrendered his certificate after the Alaska Police Standards Council began investigating him after receiving allegations of misconduct.
Havard is the fourth Haines police officer in two years to either be investigated by the council or convicted of a criminal charge. Officers Jason Joel and Kevin Kennedy lost their certifications. Kennedy and Cassandra McEwen were convicted of misdemeanor criminal charges.
Council executive director Kelly Alzaharna would not elaborate on the nature of the investigation into Havard’s conduct. In an interview for a previous story regarding Havard, Alzaharna said the allegations did not stem from Havard’s time in Haines.
“Our regulations say that our files are confidential, period,” she said.
The council voted in December 2012 to move forward with the process of revoking Havard’s license.
Havard began work as the Galena police chief in June 2012 and left the job Sept. 30, 2013, said Galena city clerk Shana Huntington.
Huntington said Havard resigned when he decided to surrender his certification, and the city knew he was under investigation while he continued to work there.
A law enforcement officer under investigation has the choice of either having a hearing regarding the allegation or surrendering the certificate.
To her knowledge, Havard’s conduct in Galena wasn’t the subject of the investigation, Huntington said.
Galena manager Greg Moyer did not return multiple calls for comment.
According to his Facebook page, Havard now lives in Palmer.
