Residents John Brower, Gary Lowe and Debra Schnabel and former Haines Borough Manager Tom Bolen are among 18 applicants for the borough’s top job.

Applications were due May 10. Borough manager Mark Earnest has resigned effective June 15.

Brower is the tribal administrator at Chilkat Indian Village, Lowe is Haines Police chief, and the self-employed Schnabel serves on the Haines Borough Assembly.

Bolen was dismissed as manager in September 2009. Then-Mayor Jan Hill cast the tie-breaking vote of the assembly not to renew Bolen’s contract a second year. Bolen most recently was employed as a construction project manager in Anchorage.

An advertisement for the borough manager job posted last month listed a salary range of $85,000 to $100,000. “A degree in public administration, finance, engineering or business administration is desired but a successful record of increasing responsibility and accomplishment in municipal or governmental administration will be given the strongest consideration in evaluation of applicant resumes.”

The position was advertised through the Alaska Job Center Network, Alaska Municipal League, borough website, CareerBuilder linked with The Anchorage Daily News, Chilkat Valley News, The Seattle Times’ http://www.nwjobs.com, and four bulletin boards in Haines.

Earnest was to be paid $108,120 annually, following a 2 percent pay increase in January. He has been manager since January 2010 and previously worked as city manager in Whittier.

The non-local applicants and their most recent jobs are: Jason Beal, deputy sheriff and grants administrator in Wyoming; Malcolm Brown, city manager of Pilot Point; Jordan Fiore, assistant city solicitor in Taunton, Mass .; Patrick Jordan, manager of Bristol Bay Borough; Alan Lanning, city manager of Central City, Colo .; William Lee, interim city manager of Wheeler, Ore .; Barbara Lewis-Fleming, city manager of Koyukuk; John Miller, operations manager for roofing and sheet metal firm in Washington; James Nanos, corporate director of training in New Jersey; David Richards, city manager of Angels Camp, Calif .; Harry Staven, city manager of St. Mary’s; Eric Strahl, city manager of Menominee, Mich .; Fred Ventresco, town manager of Wilmington, Vt .; Mark Whinnery, force support officer for U.S. Air Force in Illinois.
