| Just weeks after the Haines Borough Assembly took a major vote on the future of the Lutak Dock project, new questions are emerging about whether the design they chose can actually meet the project's tight federal deadlines. The dispute centers on permitting. Borough engineers previously told officials that the dock design they chose would have a major advantage because it could build off years of existing permitting work. But a separate permitting consultant last week said much of the process may have to start over from scratch, including reviews tied to the endangered species act and federal environmental law. As Will Steinfeld reports this week, with millions in federal grant funding on the line and a hard 2027 deadline approaching, the disagreement has rattled confidence in the project process.
