Schedule for Earnest review


Haines Borough assembly members have received evaluation forms for manager Mark Earnest and will submit the completed forms to the Mayor by Jan. 15.

The assembly will meet with Earnest as a committee of the whole on Jan. 22 to discuss the evaluations. The meeting typically occurs in executive session, meaning it is closed to the public, but Earnest can request it be held in the open. However, Earnest said he would in all likelihood not make that request.

“It allows for a more open exchange of thoughts and comments. It’s a moment for the manager and the manager’s boss, which is the assembly, to have a conversation,” Earnest said.

At an assembly meeting Tuesday, attendee Paul Nelson inquired how the public can offer their input on Earnest’s contract extension.

“We do not have a procedure that allows for public participation in the manager’s evaluation any differently than any other comments...Public comments should be to the assembly for their Jan. 22 deliberations and so those comments should be to the clerk’s office no later than Jan. 16 at 10 a.m.,” Mayor Stephanie Scott said.

Assembly members are also in possession of the manager’s contract, which they will review. The committee will take action on Earnest’s contract extension during the Jan. 22 assembly meeting.

The assembly approved an extension of Earnest’s contract through July 2014 pending a review of contract conditions and a satisfactory evaluation at a meeting last November.
