Will AP&T study climate change effect?

Recent news on the flooding on the Chilkoot River got me thinking, especially after I witnessed so much water running over the top of the weir on the Chilkoot River a few days ago.

Having attended the recent public hearing for Alaska Power and Telephone’s proposal to develop Connelly Lake for hydro and hearing about the bridge and power plant AP&T would like to build above Chilkoot Lake, has AP&T considered the climate change repercussions  that may result in high water levels there? Who will pay for the repairs? The ratepayers and the salmon, or both? Did AP&T check on what was happening there during the recent flooding? Just wondering.
